In April of 2021 the amendment of the Prevent All Cigarette Trafficking (PACT) Act went into effect and requires all business-to-business customers provide documentation of proper state licenses.  To submit document please click Join on our home page or follow the link here:  https://vapindirect.com/account/register 

Accepted and required documentation includes: 

  • Business License  
  • Required in ALL States 
  • Sales Tax License / Reseller’s Certificate 
  • This does not include the use of an EIN number 
  • This is required for all customers EXCEPT:  Oregon, Montana, New Hampshire, Delaware & Alaska. 
  • OTP / Tobacco License 
  • Required for customers in: Alabama, Alaska, Arkansas, California, Connecticut, Delaware, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Montana, Maine, Maryland, Massachusetts, Minnesota, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, New York, Ohio, Pennsylvania, Rhode Island, US Virgin Islands, Utah, Vermont, Washington, Washington DC, Northern Mariana Islands 
  • Wisconsin Business ONLY  
  • WI – DOR – S-211f Form 

When submitting the required documents please be aware they must be a file size less than 2mb.  If you require assistance or have additional documentation, please reach out via email Sales@vapindirect.com. 

An additional requirement to the PACT Act is to have approval by each state for our company to ship any product into the state.  We are working diligently to include all 50 states.  Currently, we have the following approvals*: 

Alaska, Arizona, California, Colorado, Connecticut, Florida, Hawaii, Iowa, Idaho, Illinois, Kentucky, Maryland, Michigan, Minnesota, Missouri, Mississippi, Montana, North Dakota, Nebraska, New York, Oklahoma, Rhode Island, South Carolina, Tennessee, Texas, Washington, Wisconsin

If the state your business resides in is not currently listed, please be assured, we are diligently working on this and will contact all previous customers once approval has been cleared. 

Please be aware that with these changes, our options for shipping have been reduced.  This could cause longer ship times and we are aware of how this may affect your order.  Rest assured we are doing everything in our power to accommodate this change.
